Entity Meaningful Use Analysis

DescriptionAn analytical requirement addressing the need for providers to demonstrate that they are using Electronic Health Records (EHRs) in a meaningful way.

The Centers for Medicare and Medicaid Services issued a notice of proposed rulemaking that outlines provisions governing the Medicare and Medicaid EHR incentive programs, including a proposed definition for the central concept of "meaningful use" of EHR technology.  In order for professionals and hospitals to be eligible to receive payments under the incentive programs, provided through the Recovery Act, they must be able to demonstrate meaningful use of a certified EHR system.  These 25 measures comprise the Stage 1 Meaningful Use criteria for eligible providers as defined in the proposed rules for the Medicare and Medicaid Programs; Electronic Health Record Incentive Program.

Subsequently Stage 2 measures were published. Having achieved Stage 1 certification, providers should proceed to Stage 2. There is a lot of overlap between stage 1 and stage 2 measures and between the measure sets for eligible professionals and eligible hospitals. This analytical requirement includes the full set of meaningful use measures and indicates which apply to Stage 1/Stage 2 and whether they are core measures or menu measures (optional) for each stage. It also indicates their applicability to Eligible Professionals (EP) and Eligible Hospitals (EH).

Note that some of these measures are simply declarations or attestations by the provider that they have the ability to execute a particular function or that they have tested a particular function and cannot be calculated or confirmed based on a database.
